I do not at all like this suggestion.
It is quite likely that modifications may have to be made both as regards passed Cadets and other matters, but it is most important that we should retain control of the Governor's decisions, Further if we did not,
from my experience of Hong Kong secretariat work, I should say that it is highly probable that important changes would be made without our hearing about them.
